Cambodia
A. Whereas , on January 3 , in peaceful demonstrations of textile workers that degenerated into violence , security forces fired on protesters , killing 5 people and injuring more than 30 people , and whereas , on January 4 , the security forces forcibly vacated the Freedom Park , where opposition activists were gathered ;
B. whereas 23 people , including advocates , were detained during recent events and was allegedly tortured and ill- treated ;
C. whereas the strains , which increased with the presence of the police resulted in a ban on demonstrations ;
D. whereas the right to freedom of peaceful assembly is protected by the Cambodian Constitution , Article 20 of the Universal Declaration of Human Rights and Article 21 of the International Covenant on Civil and Political Rights . . ;
E. whereas the leaders of the National Rescue Party of Cambodia Sam Rainsy and Kem Sokha were intimidated to appear before the Municipal Court of Phnom Penh on January 14, 2014 , there to be questioned , considering that Sam Rainsy and Kem Sokha may be indicted incitement to civil disobedience ;
F. whereas the authorities failed to take all necessary measures to address some of the fundamental shortcomings of the electoral process , how to improve the reliability of the electoral rolls , ensuring equitable access to the media and prevent the use of public resources , including participation of civil and military officials in campaigns ;
G. whereas the King pardoned Sam Rainsy on July 14, 2013 , thus enabling their return to Cambodia ; considering , however, that their right to vote and stand for election was not restored ;
H. whereas , following the announcement of election results , the CNRP launched in September 2013 , three days of peaceful demonstrations against the official results of the elections to the National Assembly , considering that , in response to these peaceful protests , the government sent into the field a large number of bodies of armed police ;
I. whereas there is a continuing harassment against human rights defenders in the form of arbitrary arrests or convictions for false or exaggerated charges for the peaceful exercise of human rights , as well as a climate of impunity for such acts ;
J. whereas the human rights situation in Cambodia is confronted with serious challenges due to the systematic expropriation of land and corruption by the government , the ruling party actors and the private sector , with official support and protection ;
K. whereas the Special Rapporteur of the United Nations conduct an official visit to the country in the 12 to 17 January 2014 ;
L. whereas the EU is the single largest donor to Cambodia benefits ;
Laos
M. whereas the Sombath Somphone , an activist for human and environmental rights and civil society leader , co-chairman of the 9 . º Asia-Europe People's Forum, held in Vientiane in October 2012 , before the 9 . ª ASEM , was allegedly victim of enforced disappearance in December 15, 2012 , in Vientiane , whereas the family of Sombath Somphone has been unable to locate it since then , despite repeated appeals to the local authorities and searches in the surrounding area ;
N. whereas , during the visit of the Delegation for relations with the countries of Southeast and the Association of Southeast Asian Nations ( ASEAN ) to Laos , on 28 October 2013, the issue of the disappearance of Sombath Somphone was raised with the Lao authorities ;
O. whereas crucial issues related to the case , including whether or not conducted investigations remain to be elucidated more than a year after his disappearance and that the Laotian authorities declined foreign assistance to investigate the disappearance ;
P. whereas European partners Lao take the unexplained disappearance of Sombath Somphone as a serious issue and consider the government's statements about this case as insufficient and unconvincing ;
Q. Whereas on December 15, 2013 , 62 NGOs called for a new investigation into his disappearance ; considering that , on December 16, 2013 , the UN Working Group on Enforced or Involuntary Disappearances urged the Government of Laos to do everything possible to locate Sombath Somphone , identify your fate and whereabouts and to submit the respective authors to justice ;
R. whereas there have been several other cases of enforced disappearance and whereas , until now , the whereabouts remain unknown nine others who are two women , and Kingkeo Somchit , and seven men , Soubinh , Souane , Sinpasong , Khamsone , Nou Somkhit and Sourigna arbitrarily arrested by security forces in Laos in November 2009 in various locations;
S. Whereas Laos had the fastest economic growth in Southeast Asia in recent years and that the work of civil society is essential to ensure that human rights are not set aside by the rapid development of Laos ;

Cambodia
1. Presents their feelings to the families of the victims ; condemns the disproportionate and excessive use of force by security forces in Cambodia , resulting loss of lives and injured people ;
2 . Calls on the Cambodian authorities to show restraint towards protesters and recalls that any use of force by public officials should be subject to the principles of legality , necessity and proportionality;
3 . Calls on the Cambodian authorities to immediately release the 23 persons unjustly detained ;
4 . Urges the Cambodian authorities to thoroughly investigate and bring to justice those responsible for deaths and injuries among peaceful demonstrators ;
5 . To express its concern for the situation of rights defenders and opposition activists in Cambodia ; condemns all charges , judgments, indictments and politically motivated prosecutions against political critics , opposition politicians , human rights defenders and activists of land rights in Cambodia ; stresses that the authorities should ensure that the rights of individuals and to defend and promote human rights are protected , including the right to peacefully criticize and formulate objections to government policies through public demonstrations and strikes organizations ;
6 . Calls on the Government of Cambodia to strengthen democracy, the rule of law and respect for human rights and fundamental freedoms , and to immediately revoke the ban on public assemblies ;
7 . Urges the Cambodian government to recognize the legitimate role of political opposition to contribute to the overall political and economic development of Cambodia ; urges the Cambodian authorities to immediately halt the notices to the leaders of Cambodia National Rescue Party ( CNRP ) , Sam Rainsy and Kem Sokha and against union leader Rong Chhun Independent Teachers Association ( CITA ) and the Cambodian Confederation of Trade Unions ( CCFU ) ;
8 . Notes with concern the current dispute over alleged irregularities in the electoral process and calls on political parties to work together to identify any gaps that have occurred and to reach agreement with respect to measures to improve the electoral process , including the reform of the electoral roll , access to media , the balanced reporting and the National Elections Commission , as well as structural reforms in areas that will contribute to the development of Cambodia in the longer term , including judicial reform , reform of the National Assembly and other efforts to promote good governance and democracy ;
9. Calls on the Government of Cambodia to accept an independent investigation and internationally assisted allegations of voting fraud and other irregularities with regard to the elections of July 2013;
10 . Calls on the Cambodian Government and Parliament to adopt and implement laws to ensure that the judicial system operates independently of political control and corruption ;
11 . Calls to cambodian Government to establish a National Human Rights Institution , to cooperate fully with the UN special procedures allowing, in particular the visit of the Special Rapporteur on the independence of judges and lawyers , as well as the Special Rapporteur on the rights freedom of assembly and association ;
12 . Urges the cambodian government to cease all forced evictions and introduce and enforce a moratorium on evictions in Cambodia until established a transparent and accountable legal framework and relevant policies to ensure that evictions are only carried out in accordance with international standards ; asks international companies that do not directly leverage these forced evictions without just compensation;
13. Welcomes the visit of the UN Special Rapporteur on the situation of human rights in Cambodia from 12 to 17 January 2014 , and requests the cambodian government that meets the recommendations of the report of the Special Rapporteur ;
14. Requests the Vice-President/High Representative to closely monitor the situation in Cambodia ;
Laos
15 . Calls on the Government of Laos to clarify at what point is the investigation into the whereabouts of Sombath Somphone , that responds to many open questions about the disappearance of Sombath and seek and accept assistance and foreign forensic experts external lawyers in law enforcement ;
16. Considers that the lack of reaction of the Government of Laos raises suspicions that the authorities may be involved in her abduction ;
17. Reiterates its request to the Vice-President/High Representative follow closely investigations Lao Government about the disappearance of Sombath Somphone ;
18 . Calls on Member States to continue to evoke the case of the disappearance of Sombath Somphone with the Government of Laos , stresses that enforced disappearances continue to be an important accession of Laos to the Human Rights Council UN obstacle ;
19. Calls on the Government of Laos to undertake a thorough, impartial and effective investigation into all allegations of enforced disappearances and to address the situation of repression of civil and political rights , including freedom of expression, association and peaceful assembly that currently exists in Laos and to ensure respect for and protection of the rights of all human rights defenders , activists , minorities and members of civil society , and the right to freedom of religion or belief ;
20 . Calls on the Government of Laos to ratify as soon as possible the International Convention on the Protection of All Persons Forcibly Disappeared , already signed in 2008 ;
21.Solicita the Lao authorities to ensure the promotion of reforms to ensure respect for fundamental human rights and reminds the Laos its international obligations under human rights treaties it has ratified;
22. Expresses its concern about forced evictions and expropriations without compensation and corruption in Laos;
23. Instructs its President to forward this resolution to the Council, the Commission, the Vice President / High Representative of the Union for Foreign Affairs and Security Policy , the UN Special Representative for Human Rights , the governments and parliaments of the Member States , the ASEAN Secretariat , the Secretary- General of the United Nations, the UN High Commissioner for Human rights , the Government and National Assembly of the Kingdom of Cambodia and the Government and Parliament of Laos .

Calls to cambodian Government to establish a National Human Rights Institution , to cooperate fully with the UN special procedures allowing, in particular the visit of the Special Rapporteur on the independence of judges and lawyers , as well as the Special Rapporteur on the rights freedom of assembly and association ;
12 . Urges the cambodian government to cease all forced evictions and introduce and enforce a moratorium on evictions in Cambodia until established a transparent and accountable legal framework and relevant policies to ensure that evictions are only carried out in accordance with international standards ; asks international companies that do not directly leverage these forced evictions without just compensation;
13. Welcomes the visit of the UN Special Rapporteur on the situation of human rights in Cambodia from 12 to 17 January 2014 , and requests the cambodian government that meets the recommendations of the report of the Special Rapporteur ;
14. Requests the Vice-President/High Representative to closely monitor the situation in Cambodia ;
